Obviously it leaves us with no proof of the letter that was actually sent, and it could very well be nothing like the one they claim.
I struggle to believe a council would back down on a parking charge, just by baffling them with legal bullshit speak and claiming the person they are targetting is not you, but a fiction.
I've read TPUC fairly regularly since it was mentioned on here quite a few months ago, because I find it interesting. They have put a big emphasis on this 'smoke and mirrors' type approach of separating yourself the human being, from yourself the 'person' legal entity.
Would anyone be willing to send a similar letter in response to a parking fine or similar, having seen the above link?

I don't know about this.
That said, I just got a ticket for parking in a bus clearway. I might copy it and send it in and see what happens. (It was half stuck to my bike's wind screen. Its a BMW F650, so doesn't have big screen at all, I am swithering on whether to ignore it as it wasn't even affixed properly.)
I would expect short shrift though.

If you know the law as well as them then they will most likely back down and pick on the next in the pile, who will most likely pay up without even considering why and if they are required to.

I had a penalty stuck on my car recently in an NHS carpark (didn't buy a ticket, fuck them). My solution was a lot simpler, I screwed it up, unopened, and chucked it in the gutter.
