I used to know that you could set the mixture on a carb fairly accurately by using a vaccuum gauge. Unfortunately time has eaten my brain and I can't remember the details. I think it was as simple as getting the highest possible vaccuum reading with the mixture screw out the minimum number of turns. Does this sound right?

That will only affect the idle mixture.
Heres a site that explains what you are thinking. It relates to big Chevy engines but the principle is the same.
