Is that the estimated time taken to decipher the sign?

The bottom sign you have shown misses the point. The point being that people walking or on a push bike don't really know where they are in terms of distance. Hence the time scale...

Dropping the hours and doing minutes only would've made more sense.

eg. Prestatyn 75 mins/mun

I'm assuming they have used an average time for a set distance?

Why don't they just do it in miles? The average person knows roughly how long a mile takes them on foot or push bike.

It misses their point. Not your/our point.

I think it's nonsense. Leave them in miles not Km's or hours and minutes. It's ridiculous. I mean, I know for a fact I can walk quicker than my 60+yo mother for example.

The DfT and the Welsh authorities point.

All I was trying to say was it's much easier to make the sign clear (less busy) if they used minutes only.
