Grip the stanchion above the working part in a padded vice and repeatedly pull the leg sharply away from it. The bushes should eventually force the seals out in a slide-hammer action.
Failing that, put the springs and caps back in and clamp it like before. Compress the spring fully to the stop and let go. Repeat until the end of the fork flies across the workshop and puts a big dent in your car door.
If it's being recalcitrant, try bracing the bit of the casting that the seal is in against a block of wood and giving it some sharp taps all the way round with a deadblow hammer then repeat the above.
If it absolutely will not budge, try filling it totally to the brim with water, replacing the cap and hitting the top of the fork with a mallet while you have the fork stood upright on a padded surface.
