Perhaps he could counter claim for lack of signage, or that the firebrigade didn't put the fire out quick enough.

If he got charged for the sheep I would want it on my plate.

Yes he will have been charged for the Sheep. And if it was a sheep rather than a lamb I wouldn't want to eat it in anything other than a pie!

If the road was open land like moor or what ever they are called in Scotland he certainly would be liable for the sheep, just as if he'd smashed into a parked vehicle (and why not?)
A breeding sheep would be worth around £100.

Bit more tricky if the sheep had escaped onto highway through a poorly maintained fence, although that wouldn't be likely to make the farmer liable for accident.

Farmers get more money from the goverment for a run over sheep then they do selling them. That's why they don't fix the fences. (Used to be the case anyway). I'm not sure what happens with open grazing.

He has not been billed for the sheep....

Its a unclassified road in the country as such, you should always expect to see animals on them.
