Got a parking fine while in uni today,
I was parked in what i believe to be an acceptable place to leave my bike, outside the university, amongst some bars intended for cycle use on the pavement. cycles park here and bikes do too.

My bike was causing absolutely no restriction to access to anyone, its a very large pavement.

Now I accept that I was parked on the pavement but have been ticketed for : 01 Parked in a restricted street during prescribed hours
Surely that is not correct as i was not parked on the street at all.

Is it worth trying to appeal?

I believe it is correct. The yellow lines relate to the road and the footway up to the building line. Your best challenge would be if the line markings were incorrect. Thetre was recent thread about this.

Probably, as they count parking on the pavement in a restricted street the same as parking on the road. For the purposes of traffic offences 'the road' usually means the area between the buildings/fields/etc on either side - so including pavements.

Might be able to prove that the area you parked on was private property owned by the uni - otherwise you probably ain't gonna have much luck unless they've cocked up writing the ticket.

You could argue the buiding line due to the lambanana statue, at last a use for the bloody things, but usually in that area you are done for.

In my experience, it's only London and a few other big places you really have to worry. Never had a problem in Reading.

However, doesn't mean it's allowed and especially in London not going to get anywhere.

This ^^^.

From the layout, it looks like there is every chance the bit of pavement you were parked on is part of the building plot, not the street.

If the university owns the bit of land or pays ground rent on it, the council can't ticket you for parking on it.

Appeal on the basis that you believe the area in which you were parked is not in fact part of the highway.

See if you can find an old map from before that building was errected (shouldn't be too hard, looks quite modern). I bet the original one follows the blue line I marked on the photo.

Until some learned people have supposed otherwise in this thread, I believed that ONLY in London is there a separate offensce for parking on pavements, whereas in the rest of the country 'causing an obstruction' is the offence (which you were not guilty of).
Perhaps an expert will know the answer. Pepipoo.com does parking? Or you could get a free half hour of legal help perhaps.

I got a ticket for exactly the same reason, heres a pic of it,

now i appealed (very last minute of coarse, drag it out) on the basis that i was parked off the street, therefore out of the juristiction of the council. They accepted the appeal, and ticket was cancelled.

best thing to do is to appeal saying you believe that where you parked wasnt classed as "a public road" therefore out of the juristiction of the council. if it becomes rejected, then find out whcih bits of the land is owned by the building, and whats owned by the council (land registry proves this information for a fee) and appeal again once you get your NTO if the land registry confirms that you parked off the highway. this will be sent to an independant adujicator who will asses wheather your in the right or not.

if the land registry does come back with you being parked on council property then the next best thing would be to see if the lines and signs meet regulations Smile
