The UK committed itself in 2004 to introducing a national road-user charging system, but Lord Adonis, the transport secretary, made clear this year that the idea had been dropped.

The Dutch say that rather than increasing the total tax take from drivers, the system will raise the same amount of revenue while shifting journeys to less congested routes and times and on to public transport.

“This is not a milking machine,” said Mr Eurlings. “The state won’t get rich from it.”

The Dutch system will work by installing satellite tracking devices in cars in order to measure the distances and time of day they are driven, allowing for variable pricing at peak times in congested areas.

Getting the technology right could prove challenging. Germany’s lorry-charging scheme was delayed as the satellite system that it chose became confused by tall buildings.

Against the idea as road users are already charged based on the distance driven so there's no need to charge again for the same thing using a different name.

But, they have good public transport systems and they have good cycle networks so not driving is easier there than it is in this country.

More chance for a cctv state it seems... You know these schemes will start out with the road pricing idea but soon it'll turn into a way to spy on people and will be used as evidence in crime investigations.

I'm not a pessimist of course...

The thing is in Holland they already stick speed cameras in wheelie bins and such like.

Road charging always seems to me to be doing things the hard way. Scrap the road tax, and just up the fuel tax. This will roughly correlate with distance driven and CO2 emissions, without drivers having to fork out for installation and administration of GPS trackers. The system to collect tax is already in place; no one is going to go abroad just for a tank of gas. What's the downside?
