Where can I get some small offcuts of PVC pipe for next to nothing?

I need some to improvise a fork seal driver and all the places i can find only sell pipe by the meter.

Buy a meter then, it's hardly expensive.

EDIT: A 2m length in B&Q is £1.60. Take a hacksaw to cut it in half so you can easily fit it on the bike.

Yea, I just went to wickes and got the shortest bit they did. They cut it up for me.
You could try a car boot, but it'd probably cost you more to get in.
Have you got a local freecycle group (some now called freegle)? If so that's a good try.

You could buy a big bit, cut it into several smaller lengths, put a sticker on them then flog them for £2 each on ebay as fork seal drivers.

If there is somewhere around that actually produces the PVC pipe, you can go down and ask if they have an surplus stock that they want rid of. No doubt they'll have a pile of pipe that they can't sell because of light damage but would be perfect for your use.
