I've been to Croatia a few times on the bike and by train. Its awesome fun, with amazing scenery (in every sense of the word and great roads.
Now, its insurance renewal time and as my previous insurer who covered Croatia is too expensive i'm looking at switching.
MCE were the cheapest, but (like most of the insurance companies) the guy on the phone told me that the cover is EU only, so that would exclude Croatia.
Now, no EU country needs a green card as they are covered by the first directive on motor insurance, which says that every insurance policy issued in the EU must provide the minimum insurance cover required by law in any other EU country.
Croatia is not part of the EU but is part of the First Directive, along with a few other non-EU states (most noteably Switzerland). The non-EU states are covered by being signatory to Section III of the Internal Regulations, which is an international agreement between Green Card Bureaux. These countries are Croatia, Iceland, Norway, Switzerland (incorporating Liechtenstein) and Andorra.
That means that regardless of what the insurance company states, you are covered Third Party Only when visiting Croatia.
