Piggio Nrg problems

Hi, Everyone,
First post, there are other similar posts but i cant find the answer im looking for, can anyone advise please?
Im a middle aged moped rider, only because i didn't have to take a test!
I've got a Piaggio NRG power DT air cooled i believe!
Which recently has lost around 5mph on the top end, now it 's really, really rubish on hills...or im just to fat!
Anyway the bloke at the garage has suggested it's losing compression and recommend to replace piston rings (any thoughts)
It's done 15,000 and i've had it for 7,000 of those.
Ive just had lighter rollers put in and it responds better.
I was also looking at that Ametech engine restore oil, anybody ever used it, it's suppose to fill in defects within the cylinder by adding to the oil.
Anyway i digress from my initial problem,
When warm and stopping at lights the revs stick at 3500,then drop to 2000 sometimes and possibly a1000 if im really lucky.So the idle is ok, dodgy choke possibly, any ideas would be good chaps.
That's probably enough for first post, if theres any left reading at this point, your advice on all these issues would be appreciated.

From experience with lots of 2t scooters, your culprit is most probably one of the following 3.
1. worn piston and rings
2. clutch is wearing out
or 3. Exhaust is clogged with carbon.
possibly a blocked air filter, or incorrect carb settings, but not likely.
