I'n not sure if this has already been posted or not, (feel free to delete if it has) but I think it needs to be addressed.
It's not us with full licences that need regulating, in my opinion its the riders with provisional licences that needs looking into.
The very least i think they should do the theory test before being granted a CBT cert.
Anyway, if you could sign this it would be great

That. The best we could do would be to change from a full retest to a training and assessment based upgrade, sort of a Big Boy CBT.
But that's not what it's asking, so please don't embarrass yourself by putting your name on it.
