i wouldnt fit them, very rarely do you actually get it running right,
and no proof is required by any insurance company,
if you are dead set about restricting your bike,
i would restrict the throttle cable on how far it can open the carbs,
thats just as effective as strangling your bike with some washers ____________________ the humans are dead

could probably work it out yourself?
say a bike has 66bhp on 40mm carbs.
restricting the inlets to 20mm would make it 33bhp?
or close enough anyway...

Halving the diameter of the hole would likely cut the power down to 1/3.
Halving the area of the circle (the hole in the middle) would give roughly half the airflow, an potentially half the power.
It's still a rather shakey theory though. ____________________
