Turns out that the officer involved, PC Stuart Gray, is the same little jobsworth that issued a littering fine last year to a man who accidentally dropped a £10 note in the street.

I was in a van once and drove past a traffic copper standing at the side of the road next to his car with both elbows on the wheel while blowing my nose, I also had my left knee against the wheel to provide extra steerage. He gestured to put my hands back on the wheel and that was that Wink I don't do it anymore though, I can now steer entirely with my knees.

"Littering is knowingly depositing in any manner litter on any public or private property or in any public or private waters, without permission to do so. Litter is trash improperly placed so as to be a nuisance or health concern."

To drop a tenner is not something you do on purpose therefore it would fail to be considered littering and pretty hard to prove he was littering, besides he protests it was a mistake aswell which should be proof enough.

The bottom of that story says the police reckon he was seen throwing papers on the ground, bit different to his version of events. He also says he recieved a FPN months later and was stunned, yet later on it says he was told on the spot he was being fined for littering so why would he be stunned and also surely the FPN would be issued on the spot.

My personal conclusion is that these stories are most probably crap.

I may even have read this here and am merely parroting the information, but the policeman who issued that ticket has a nickname: PC Shiney Buttons, even among his colleagues he has a reputation for being a bit of a dick.
