Rs125 splutters when revving high?

Hi i have an aprilia rs125 2003 gp-1 and have recently come to start it back up after the winter and it starts a dream but when out riding it seems to splutter at about 7,000 rpm and wont rev much higher. It seems fine lower down in the revs and runs a dream.

Any ideas?

is the power valve working as it should? it may be stuck.
