KAWASAKI 250 eliminator any good as first bike

ok guys i have seen a 1999 250 eliminator for sale within my budget, apparently tidy but no tax or test, are they good bikes for learning on.
i have a 125 hyosung cruise at the mo amd have my mod 2 next week so i am looking for something a bit bigger than my 125 for when i can ride it (prob a month or 2 by the time i actually pass)
also the spec says 34 hp so do i need to restrict it by 1 hp??
