They are called rizoma proguards. They are designed to stop your brake being pulled on if you clip another rider during a race. From the looks of them, I doubt they'd save your lever in a crash.
They cost over $100 a set in the US.
The mirrors are made by the same company and cost $167 EACH!
I have seen people fit mountain bike "bullhorn" style bar end grips to their bike to act as both a brush and crash protector. Perhaps a bit cheaper too.
