Hi i was thinking about getting my honda cr250 on the road. Now is all i need a horn and a rear brake light and some road legal tires to get a daytime mot?

also to register the bike would i need to send the frame number to the dvla?

You don't even need a rear brake light. Just a number plate and a horn. I use a battery push bike horn - it has to be a continuous tone.

And there's no such thing as a "Day time MOT".

It's just an ordinary MOT with an advisory about the lights.
