It reminds me a bit of the ground effect half-plane half boat things.

Ekranoplans. There was a huge one called the caspian sea monster. There is also a hovercraft with stubby wings.

For fun stuff, that manta thing is much better as its probably an affordable toy. I'd like to have a go anyway.

I suspect traditional parascending or kite surfing may be more controllable though.
