Yes.
Solar panels will generate power from ambient light as well as room lights but at a very low level. The full 60W will only be produced when there is nothing between the panel and the sun, not even clouds. The panel will also be required to be facing directly at the sun. You can expect about 20-30W on a clear day in a south facing window.

As someone who's main power source was PV panels not too long ago I wouldn't be too optimistic with them really. What application do you want them for?

If you are running an invertor to get 'mains' power it gobbles up a significant part of the output too.
You could realistically run a couple of lights, a laptop perhaps.
These things use little power anyway and it would proably take 10 years to get the cost of the panel back (and their efficiency does decline with age)
You 'd also need a battery bank to store that sort of output, at least two heavy duty batteries and they might need replacing after 5 years or so (another £100+)

as I understand it sunlight equals about 200 watts per square mtr in the uk (on a sunny day)

I don`t know if thats any help.

There is no way it would run all of the things you've mentioned. Remember Watts = volts * amps. So when mains is 13amps and 240 volts that limits mains to about 3000W, that panel will get about 30W dependably which at 17volts gives 1.7 amps of usable currecnt, perhaps enough to do one of those things part time, but probably unreliable, all of them no way.

I'm assuming with that kind of battery life that it's a netbook. These are alot faster and more power efficient if you get a Solid State Drive.

Having used solar water heating panels for the last 4 years I would give it a miss, unless you live somewhere the sun shines everyday you'll be constantly frustrated. by the lack of output.
