Possible voltage regulator failure, when the regulator goes it toasts the battery. The battery will need replacing along with the regulator if this is the case.

If you turn the key one notch past 'lock' it will switch on the parking light. Guaranteed you've done that...

This is a new bike isn't it? Exact same thing happened to me with my Rieju! If its under warranty you can get a new battery. Most of the chargers I saw did a 12 hour charge. My charger says I am meant to remove the battery from the bike to charge it though.
