I'm looking at buying a Cat C bike. It's taxed and mot'd. The hpi check says there is no record of a VIC check being carried out.

Does it need one?

Bikes only need a new MOT after being cat c/d written off, if it has then your good to go

Correct. Bikes don't require a VIC check. The only thing that is different from buying a straight bike is it'll mention Cat C on the log book.

As far as I'm aware my old ZX7R never had this?

Depends when you bought it. The legislation came in a few years ago. Might just be on cars, but I don't see why they would only do it on cars? It's also only for Cat Cs, nothing on log book for Cat Ds.

They don't do it on bikes, which is funny considering so many get pilfered every year. I suppose its because most stolen bikes end up as parts in continental europe whereas car cloning is very common.

Cars need a VIC, bikes dont Thumbs Up .
