There are no rules with choke.
Maybe guidlines.
When its dry and warm weather my bike will start without choke.
After a ride and stop it sometimes wants abit of choke yet it's engine is still warm.
I know my bike now, and use the choke accordingly.

Kickstarting a 250.... i learnt quick.

My NSR very rarely needs the choke. It starts and is healthy pretty much all the time regardless of how long it has sat.

Saying that today I left my bike in the rain for 12 hours whilst I was at work and It wouldn't start so a little bit of choke gave it the umppph it needed.

You will know when and when not to use it after a while.
