May well be between the carbs and engine, in the inlet rubbers.
With the airbox off, if you open the throttle full so you can see past the butterflies, you should see a black hole, if theres a silver plate in there with a smaller hole in, thatll be your restriction.
Just a matter of undoing the clamps on the inlet rubbers that hold the carbs on, then peel back the carbs and pop the washers out.
EDIT: Fail for not reading the title and noteing fuel injection!!!

If there are washers, they'll be in the bottom of the inlet rubbers, closest to the cylinder head.
Some of the bikes are restricted at the ECU. There was a guy on here called p0peye I think, and he had to change his ECU. Don't think his was a UK bike using an FI International kit though. ____________________
