My wifes 125.
Bottom of the front frame there is a bracket, three bolts, from frame to engine. It's rusted right through! Shocked just below the top bolt.

What is the best thing to do?

It didn't look like that this morning! Friend pointed it out, it looked fairly normal, I started poking it with my ignition key to investigate it, and it went through like a knife through butter, it's as if it's rotted from the inside outwards.

That's exactly what is has done. As Bluex5 said it needs welding. Not too difficult a job for a competent welder.

Its a crud collection point, and the bottom of the down-tube is 'open' and the sleeves for the engine mounting plate bolts (the tube isn't drilled, theres a metal tube or sleeve inside crosswise to the frame member so over tightening the bolts doesn't crush the frame pipe) act as baffles holding moisture & crud inside, which is where the rot starts.
As said, NOT too difficult a job for a half compenent welder, BUT to do it properly, as that is a pretty critiacl area of the frame, best way to sort it would be to cut the bottom of the down-tube off some-where above that bracket, weld a smaller tube inside the cut-off 'stub' then slide a bit of new weld over that splint, and weld round to splice the two together for a strong joint.
Before that was done though, bottom of the repair section ought to be fabricated as the original end with teh cross-sleeves for teh mounting plate bolt holes, AND if you want some piece of mind against it rusting again, pipe injecting with wax-oil and then 'capping' over that exposed end.
Short answer YES its fixable, but done properly, you are probably looking at about £60-£70 worth of Fabrication & welding, maybe a tad more depending on where you live & who you get to do the job.
Is it critical? Can you ride the bike like that?
Well you HAVE been.... but now you've found it, I'd not reccomend it.
If it 'goes' the steering will go all wobbly, and as the engine braces the top-tube of the frame, without that junction, probable that the top-tube wont be able to support weight of bike & rider & apart from wobbling, could bend or brake.
Slow ride to welders perhaps....

Thanks, someone I know reckons he can fix it for around £60 or so. I have to ride it about 2 miles to his house, I'll take it easy. Confused

You'd be okay to get there it held together until now after all, my CB250Rs was going that way too but easily fixed, it would be worth your while to check the rear engine mounts too another collection point for all that the roads can throw at you.
