The main thing to do when looking at a bike is to look for whats wrong with it. There isn't much to mopeds so just checkin stuff like if the brakes work, throttle play and you can get full left and right lock is a good start. Check all the loghts work, and the oil level as well to make sure your mates been looking after it.
Maybe ask your mate if he's had any problems with it while he's had it or if he knows any of the previous owners had any?
Neos' get a decent review and its Japanese so I can't see there being much wrong with them but it is 11-12 years old.
Just had a look at biketrader an the cheapest on there is a v reg for 395 so he's not ripping you off.
How long is left on its MOT?

You need to check the gearbox oil too, assuming it's a 2 stroke.
From what I remember of my old scoot the dipstick was near the rear wheel, was a screw in plastic cap
