Recently my brother put his moped into the back of a car, a few weeks later he sold it cheap to some chap that lives near by in a caravan.

Turns out he's given it to somebody to ride around a field (field bike).

What can he tell the DVLA? Or who can he notify to say he no longer owns it.

He took the registration plate off.

Most probably because he sold it to pikeys. They ususally wont buy if they have to sign over dockets.

Best hope he dont take it on the road.

I'd be tempted to make up an address and say "That's what he said his address is" - maybe use an empty/abandoned house, so it gets delivered, but no one makes a fuss.
Get someone else to do the signature and I don't think anything can really come back to you.

I assume that he did tell the DVLA of the change of keeper but hasn't had a confirmation through. Ring the DVLA to chase it up.

Correct. His girlfriends parents own land which they lend out to people of the 'caravan club', this guy lives on their land permanently, and therefore doesn't have an adress, although he does have a car. I think he uses his mothers adress for his docs.

My brother still has the V5, not sure what to do Confused

He lives on their land permanently and therefore DOES have an address because if he lives there permanently then that's his address.

Your brother should fill in the V5 with the buyer address and send it off to the DVLA.
