Dating letter doesn't HAVE to come from Honda UK, just a 'recognised authority'.
Registered a lot of Italian imports on dating letters from the Italian Motorcycle Owners Club.
But any club that has some kind of 'authority' could do the trick.
One of the Wops we registered was a 1971 Moto-Guzzi 'Trotter' moped. chaps at Moto-Guzzi club had never even heard of it, IMOC, said 'didn't know Moto-Guzzi MADE a bike that small'
Got a Dating letter off them for it though, after we sent them photo's of it, & some photo-copies of pics in Italian sales brochures, and a copy of the tax disc it still had attached that expired in January 1973! THAT was ALL they knew about the Moto-Guzzi Trotter, what WE told them, but thier letter headed note to DVLA saying that 'they' were 'of the opinion' it was a 1972 model Trotter Moped, got it a UK number-plate!

Been a while since I did it, so the p[rocess may have changed in detail, but I think that its much the same.
You have to take the biek for an MOT before applying for a registration.
As theres no Reg-No on the bike, the MOT inspector will record the Frame number and issue the MOT Cert on what HE reads the number to be.
And THAT will pretty much be the final decission on the matter!
Depending on where the 'rogue' digit is in the sequence, it's likely that unless its the very last, or last but one charecter, you may be able to work it out.
Theres actually a standard for applying VIN codes to vehicles, been in operation since the early '90's and many manufacturers were following it before it got international recognition; so that may give some clues.
I mean, There's a digit in there for the country of oragin, and another for the manufacturer, and another for the year of manufacture. IF your rougue is one of those, and you know the year, manufacturer and country of oragin, you will know what it should be, whether you can read it or not.
Normally only the last four digits are the actual serial number; rest denote the product cose and stuff; so lets say your rogue charecter is the first of the last four digits, then it if it is an 8, means they must of made 8000 some-odd bikes in the series that year before yours. if a 3, 3000 odd bikes. If the declared product totals never reached 8K, then pretty good bet its a 3, isn't it?
So bit of digging you MAY be able to sort it out; if not no great shakes, final decision as to what it IS will be the MOT Inspectors, but if you CAN work it out or make a 'best guess' tell him, may influence his eye-sight! ____________________ My Webby'Tef's-tQ, loads of stuff about my bikes, my Land-Rovers, and the stuff I do with them!

Thanks very much for all the info it’s been a big help.
Just got in from work and the letter from Honda uk was on the door step, turns out it was an 8.  ____________________ I had the cab driver drive me here backwards, he owes me ?27.50.
