My first thought would be to check the relay flasher unit thingy. Not very technical explination I know but now and then on my bike the connectors come lose from the relay flasher and a quick push sorts it out.
If the unit is broken completly it should be easy to get a replacment

Not got a manual for the later GPZ500, and the early manual isn't really helpful about where the relay is. However on the early ones (and hopefully the later ones) the wire from the relay to the switchgear is orange and is the only orange wire on the wiring diagram. Hence examine anything that looks like a relay for an orange wire going to it.

If absolutely nothing is happening when you flick the switch then i'd say the switch could be all gummed up inside. Try taking it apart and check theres good connections when you move the switch. And like rob yarr said, give it a blast with WD40 to make sure.
I had a similar thing when my rear brake light stopped working on the Gs, took the switch apart and it was all green and corroded inside so it just wasn't making a connection. I used some light-ish grade emery paper which i had lying around to clean it up, sprayed with WD and jobs a good'un
Does that switchgear operate anything else on the bike (Ie. horn???) If so, then it probably wont be a bad earth in that switch causing the problem as long as the horn is working ok.
