Can't see anything exceptional in the video, normal city riding, and who can blame the guy? if you lived in a shitty dump like Moscow, you'd drive as fast as possible to get out as well.

Watch his clutch hand, it's moving unnaturally fast at points where the filtering looks crazy, its definitely been sped up.

I think some of the odd visual effects are simply the low frame rate. Apart from the wheelies, it looks very little different from commuting in London 20 years ago.
