Cagiva Mito steering bearing help

I'm in the process of replacing the two sealed steering bearings on my 2000 Mito and have run into a bit of a problem. The upper and lower bearings are identical sizes and a steel tube spacer seperates the two within the headstock. There is only 1mm of side-to-side play of the spacer tube and next to no vertical play. Therefore, it's very hard to punch the bearings out as it's near impossible to grip the inner wall of the bearing with a punch or screwdriver. I've applied heat to the aluminium headstock, but this is still useless as i'm unable to press the bearings out.

Has anyone else had this problem before? Any ideas?

By the way, the lower bearing is well passed it's best, so it needs to be changed.
