I've attempted something similar to what you suggest, rider to pillion, and rider to rider using cheap walkie talkies and cheap Maplins helmet mounted headsets...
The system wasn't brilliant, but useable up to about 50-60mph (until the road noise started to overwhelm the headsets) ____________________ 1st bike (Sept'06 - May'10) : 1991 GPZ500S / Current bike (since Nov 2009) : 2003 Suzuki Bandit 600N

im working on some bike mounted ones atm made from cheap walkie talkies (20 quid for 3 ) im simply wiring them into the ignition so they get power when the bikes on obviously they will need resistors as they don't run on 12v but im going to do tests and simply removing the speaker and soldering a headphone socket on there and then extending the mic so it'll attach into my lid its all done just not being powered off the bike yet thats tomorows job but i tested it on battery power yesterday and all worked well eventually im going the wire the mic into the headphone jack (when i work out how) so i can use headsets |

'Proffessional' Mobile Radio.
They are essentially the same sort of hand-sets as 'licence exempt' PMR, the sort of maplin, argos, aldi buble pack PMR's, EXEPT, they aren't licence exempt.... unfortunately.
Licence exempt are restricted to a certain frequency range, and a transmitter power of 1/4W, limiting range.
Professional Mobike Radio, you need a business licence for, and its EXPENSIVE, the sets work on a different frequency range, which IS monitored by OFCOM for illegal use, (they can fine taxi-drivers & business's that dont bother to buy or renew thier licences thousands), and I think they get a full 1w transmittor power.
Range is logarythmically related to transmitter power though, so you need four times the transmittoer power to get twice the range.
Better performance of proffessional Mobile Radio is mainly down to the lower frequency range used, and the less traffic on the licened band. Licence exempt has to share its frequency with everything from car remote key-fobs to garage door openers, radio controlled toys, cordless head-phones and other domestic 'wireless' gadgets.
For rider to pillion use, I have an old Oxford Bike Mike. worked well over the years. Had to take it apart a couple of times when I've pulled wires out of it, or left it long enough to corrode battery terminals.... rugged little thing.... basically a cheap sterio amplifier, the left channel used to amplify the mike from the pillion to the riders ear-phone, left to do vica versa......
For a 'cheap' wired rider to pillion set up, with decent clarity, I think I'd go to maplin & get one of thier kit sterio amps and a pair of head-sets.
For bike to bike, you need to go two-way radio, and ALL licence exempt equipment is 'sealed', so you cant fug with it.
Decent Licence exempt PMR is 'reasonable' but expensive, and range limited. Full size CB radio is more powerful, and better quality, but just as expensive AND bulky, though you can get battery eliminators for hand-held CB to run them off 12v.
For 'reliable' bike to bike coms, you are looking at far from cheap, around £100 a user set, for radio & head-set, whether decent pmr or CB.
Cheaper, (£50ish) a user systems can work 'adequetly', but dont expect reliable long range comms or wonderfully clear speech, and do expect it to suffer wind noise at NSL, if not before.
Most influential thing though is the quality of the head-set and mike, the fit of it in the helmet and how quiet your hat is to begin with. ____________________ My Webby'Tef's-tQ, loads of stuff about my bikes, my Land-Rovers, and the stuff I do with them!
