Looks likely to me.... as for the talking bit, well, you ever heard a deaf person talk when they haven't got their hearing aid in? Really loudly, as they have no feedback as to how loud they are actually talking, so a bit of "hello hello, how are you today" to test out the device seems like a reasonable explanation, why does she stop? Well, the same as when I'm having a conversation on a phone and need to concentrate if I can't hear the person properly, I'll stop and listen more intently, I'm sure it would be the same for a hearing aid, get rid of wind resistance as well.

I was hoping someone would point out this, as it's the very first logical conclusion that popped into my head.
On the other hand, there could be advancements in mobile phone tech negating the need for masts, particularly in a future with timetravel.

a) It's one of those little wind-up music boxes and she's holding it to her ear because she's hard of hearing and is singing along to the tune.
b) She has a toothache and is holding a pocket-warmer to her cheek while loudly proclaiming her pain to the chap walking in front of her.
Which are more likely than a mobile-phone in a poor-reception area (1928).
