Car on side of road with police sticker

Hi there was a car on the side of the road with the sticker (I think reading) "Police Arena" or something similar? Was yellow and on the back of the car..

Anyone know what this was for, was on a dual carriageway and not over at any stopping place just on the grass verge.

I've seen something like this where it looked like a car might've run off the road.
The police sticker just indicated it had been checked out and no need to report a possible incident.
