If theres no plate or V5, theres a lot of reason to ask 'why'?
- could be nicked.
- could be imported and never registered
- could have 'lost' its ident papers and plate
- could have been written off
If its nicked, and was originally UK registered, engine & frame numbers will be on the DVLA data-base. An HPI check can usually get all the details. DVLA I believe can do a search, but charge for it.
If its lost its papers it'll come up under search, and they can for a fee issue new ones. But if its nicked, they will alert previouse recorded keeper, who may be insurance company, and or police.
If it was written off or declared scrap on DVLA database, you may NOT be able to register it ever...
If it was written off on a Cat-C as not structurally damaged, they may issue papers after its passed MOT, but other-wise, its spares only, cannot be returned to teh road.
If it was imported and or never registered, you can subject to a Vehicle Identification Number Check to check ident and make sure its not got 'hot' numbers or tampered with numbers, and passing an MOT on teh frame no, a new registration can be applied for, possibly on a Q or age related plate, subject to fees, and clerance that there are no fees owing to HM Customs for VAT or Import duty...
So it CAN be done, but, its not all that cheap or easy in all cases, and other 'providence' that its not nicked or written off or imported without taxes paid, is needed to be able to do it, OR you could end up buying the bike, getting it fettled up sorted out, presented for MOT and wind up with it impounded as owing taxes, being nicked, or having been scrapped!

Load of shite, Any bike cat C can go back on the road straight away. All you have to do is fill in a V62 form and send to the dvla with a cheque for £25. If its a car then it can also be returned to the road, just needs to have a VIC check at a VOSA station as well.
