Supposing the cylinder face IS slightly warped:
1500 grit is for polishing metal, you'll wear through the paper before removing any significant amount of it. It's far too fine for what you're doing. Get some 320 or 400 grit sheets to flatten the surface then run it over some 600 to finish. Note that it won't take long to do.
Get a flat pane of glass and stick the sheet of wet&dry to it using just water. Use water as a lube, hold the sheet steady with one hand and put the cylinder down onto it and rub in a straight line, but turn the cylinder slightly every couple of strokes. Make sure you keep the cylinder fully face down.
If you can't get on with holding the sheet to the glass with just water, take a new dry sheet, clean & dry the glass and then give the back of the sheet a light dusting with hairspray, do the glass the same and stick them together when tacky. ____________________ a.k.a 'Geri'
