Basically remembers who you are when you revisit a site.

Based on advertising aswell.

Not necessarily bad but they are like signing a guestbook to each site you go to. Not all sites use cookies but a lot do these days. It is either for your own benefit of remembering your name so the site can say "welcome back xxxxx" or it can be used to make adverts that relate to the sort of sites you go to.

I always get ads for sites I have been on before at the top of BCF.

it tracks what dodgy websites you've been on and then tells some company what adverts to show you .

Indeed.

How the ruling will be applied hasn't actually been decided by all the member countries, but it basically says that "any cookies that are not strictly necessary will have to be agreed to by the user after they have been provided with clear and comprehensive information".

Whilst I can kind of see the point of this (I work in this area of the industry), there's an argument that this is effectively inviting small websites/business to go to US hosting (although, that in itself is a whole nother barrel of worms).

Some interesting (maybe?) legal stuff here, minus the pop ups and so on...
