If I was in Charge:

All drugs would be legal and available without prescription. Any offence
committed, or accident caused, whilst under the influence would carry at
least double the penalty than if sober.

All uninvited intruders on ones premises forfeit all rights. All
householders and business owners would have the right to defend
themselves and their property by any means, including lethal force,
against such intruders.

Scrotes familes to pay for the scrotes prison upkeep.

All speed cameras to have a bloody great illuminated sign in plain sight
100 metres before the camera, displaying the speed limit and that there
is a camera. Cameras would only be outside schools and protecting known
black spots. All others to be removed.

Motorway speed limit to be raised to 90mph. Some little used stretches
to be made open limit - but with countdowns and cameras on entry to
limited stretches - see above.

Diesel trucks, buses and cabs left idling would be forfeit and anybody
would be entitled to drive them away.

All schools to be able to set their own methods of discipline, presented
with full transparency - parents would not have the right to question
it.

All judges to be publicly elected and accountable.

All politicians to provide written explanations of their performance
every 3 months.

So, if you really don't like someone, you get them really mashed up on some nasty drugs.
You then invite them to your house and break a few things.
You can now not only kill them, but do it twice! Seeing how they broke into your house while in drug crazed stupor and smashed up your stuff while threatening you.

I'd do it this way:
  1. Reset all speed limits to the average safe speed that it is safe to travel at on a particular stretch of road, meaning straight bit of well lit, well surfaced motorway with big verges on either side would get something like a 120 limit and an older, unlit, windier motorway might get 80 something, and so on.

  2. Find hazardous stretches of road, anything from a hidden farm gate on a country road to a school backing on to a dual carrigeway and place signs 500m before and after them temporarily lowering the limit. Call these 'hazard zones'.

  3. Tear up all speed cameras everywhere and resite them all in these zones. Make their trip speed time sensitive, so you wouldn't be done for speeding past a closed school at 3am, etc. Hide them as much as possible and quadruple the fines.

  4. Use the money to pay for things like "seperation distance" cameras on motorways, and of course traffic cops - all to catch people driving badly, not just fast.
