not starting, plug fouling after clean up?

afternoon guys, over the past month ive been restoring a kmx 125 back to a fit state. ive not made any engine mods or changed jets etc but my bikes struggling to start. it was starting fine before i cleaned the carb and changed the fluids and the spark plug was a perfect colour. today i put my new fuel tank on and mixed the fuel @ 32.1 because i need to bleed my oil pump. kicked it over slowely 2-3 times then kicked it over as normal but it doesnt sound like it wants to start. i whipped the plug out and its wet? i rubbed the residue on my finger and its a blacky brown? if its important, i managed to start the bike a week ago but it wouldnt idle because there was next to no fuel in it, could starting it running on fumes fouled the plug? my carb is clean and the float isnt sticking
