I'd suggest a vernier gauge? https://cgi.ebay.co.uk/6-150mm-METAL-VERNIER-CALIPER-GAUGE-MEASURING-TOOL-/140559742721?pt=UK_Measuring_Tools_Levels&hash=item20ba037701#ht_1353wt_907

Easiest thing would be to look for some seals on sale for your bikes make and model (£7-8 on ebay usually).

Otherwise, you need inside diameter (the diameter of the fork stanchion), outside diameter (the diameter of the seat in the stanchion the seal will be sitting in) and thickness. All in mm.

I would measure them with a vernier.

When you order the seals it goes ID x OD x Width. So eg 60x75x08.
