The problem is the battery drains not quickly I might add after a week or so of usage the battery is so low a voltage it wont let the starter motor kick in however this is not the problem when fully charged, I got the battery from the same place as my dad and his turned out to be a dud according to his mechanic, so I had it on charge for a few hours and after I had taken it off charge the battery was emitting a strange noise, sort of high pitched if you know what I mean, put it back in the bike and it started right away.

Bike is 2002 Peugeot Vivacity 100cc

Any help is greatly appreciated.

A battery making a high pitched noise is never a good sign. With a lead acid (semi transparent casing) battery it could be a sign of a partially blocked breather. These batteries emit hydrogen gas when working or charging, and have a breather hole to let the gas out. Sometimes they'll hiss a little when charging hard, and bubble if you tip them back and forth. If the breather is blocked then the gas is pressurising inside, which is a bad thing.

If a maintenance free battery is whining then I would expect an internal fault, either caused by charging it too hard or by dropping it.

Either way I would say the battery is goosed. Get a new one and see if the problem persists, if it does then you're looking at a fault in the charging system or the reg/rec, both of which are more expensive or time consuming to fix than a battery.

Be sure to charge the new battery for several hours using a bike charger, or a car charger with a bike setting. A car charger will put out too much current to safely charge a new scooter battery.
