To be fair, i heard about this a few days ago and the point hes trying to make is very valid.

It really is a piss take surely getting fined for not riding in the bike lane to dodge something? Fucking yanks.

I can see his point but I'm guessing his fine wasn't as clear cut as that.
I'd be willing to bet he was outside the bike lane and not to just dodge an obstruction within the bike lane.
Maybe weaving in and out of traffic maybe ??

He seems to clumsily cut the video just as the cop says something about him also going through red lights... Confused Confused

If you're driving in any lane you're supposed to stop if it's obstructed and you can't safely change lanes immediately.
The cop wasn't really telling him he may 'only' use the cycle lane but 'should' use it when it's clear.
Which seems perfectly sensible, but if you can be a big youtube celeb who cares if you're twisting the facts.
