wen you get a 50cc bike at 16, if you get it second hand and it is de-restrited, legally don't you need to get it restricted again?

Legally yes but from what I no police will probably not take much notice of it unless you have a major crash.

Is it a coincdence that your asking about 50cc's and also happen to live in the exact same place as that TOM UK what ever it's called.

Why don't you give it a rest with all the name changing?

It needs to be restricted to whatever your licence allows, and at 16 that means 30mph.
