Fuel cap is dud, just doesn't turn at all when I put my key in. Don't wanna snap my key...

Can't get it done on warranty, as can't take the bike over to blackburn due to no petrol ( no worky cap means can't fill up)

What do?

The bike is a derbi cross city 125cc.

The second problem is, well here's my story.

Tried to start bike, wouldn't start ( it was cold), flicked choke on, started. Cut out. I repeated this till it didn't cut out. Got past the first junction and cut out again at the second junction.
Had to keep jump starting to get it to go and even then it was a battle to make it go
It'd just randomly cut out, but seem to splutter before doing so.

I think it's flooded, what do?

Spray some ACF/WD or drip some oil down the lock. Wiggle the key in, out and about lots till it turns. Probably just a worn knackered lock and key combo.

I've just replaced a latch barrel that was doing a similar sort of thing. Push or pull the key in the right amount and wiggle it just right and it'll turn, anything else and it wouldn't budge. It was finally doing my head in when it took over a minute to get the door open a couple of times.
