I run with a Motrax helmet bag / tail pack, a Lidl B-Square tank bag, Oxford First Time panniers, and a cargo net and bungie straps.

The panniers are best for overall capacity, but the tank bag is better value for money and marginally handier to pop things in and out of. It also comes off the bike easily, so is good for valuables, and because it's sitting on top of the tank it can take heavy weights - kitty litter being my favourite. A top box would offer similar benefits, plus lockability, and you can get generic boxes fairly inexpensively as well.

The cargo net and bungies are also cheap but effective.

So I'd probably recommend tank bag -> cargo net -> top box -> panniers in approximately that order, depending on how cheaply you can score them.
