Restrictors CB400 93 where are they

going to take my sisters resticters out, where are they inlet or exhaust ?

Yea, I'd expect it to be the inlet - very rare for aftermarket restricters to go in the exhaust from what I've seen (ie, I've never seen it.)

I am going to balance the carbs on said bike where do I connect the vacuum tubes.

Should be vacuum take offs on the inlet rubbers.
