Having taken the deision to scrap my cd200 (see thread on center stand in workshop), I thought it would be easy, oh how wrong could I be?

The new log books (V5) no longer have a section to register the bike as scrapped, instead you are directed to www.direct.gov.uk/atf Which only refers to cars !
Basically the new laws (probably self imposed by Swansea), require you to take the vehicle (CAR!!!!!) to a local ATF (authorised treatment facility) who will take the vehicle and issue you with a COD (Certificate of destruction) the web site takes you to the enviroment agency who are responsible for enforcing this, and here you can download (https://www.environment-agency.gov.uk/static/documents/Business/ATFs_PR_Oct_2011_-_protected.xls) the updated list of ATF's so you can find one local to you.

OR AT LEAST THATS THE PHEORY.

It all falls apart when it comes to motorbikes.

I rang my local ATF, explained I have stripped the bike to determine how bad the rust was, and as it was deemed not worth repairing, I now dully wanted to scrap the frame, and even had the new V5 in my name. The ATF said ?
"NO" they tried to tell me the rules stated they must have a complete vehicle??? I rang DVLA who told me the ATF MUST take the vehicle, or at least issue a COD. Again I called my local ATF, again he told me to F-off (nice customer support). Again I called DVLA, who could not offer any other path forward other than to telephone the Enviroment Agency and complain (yea right).
I called the EA, and they told me they were NOT rules but "Guides" and the guide states a vehicle must be complete, I asked if this applies to Motorbikes, and they confirmed they did not know, as DVLA had not made that point clear. So I was no further forward. Out of desperation I rang a fw more ATF's and also got the run-around, finally on my 4th call I got a more receptive answer, "Sure bring the V5 and the frame". So I drove the 45 miles (my closest if 3 miles!!!!) and handed them the frame, and V5, the frame was weighed and I got paid £2.36 for the scrap steel value, and they took the V5 from me and issued a receipt. Job Done.

Just thought I would share the experience in case anyone else hits this stupid omission by DVLA to include bikes in their changes.

I guess the local ATF wants a complete bike to strip for parts, but thats not made clear, and my local ATF does not strip bikes, so that blows that pheory out of the water.

As there is no mention of Motorbike, then I would take it that you are free to dispose of it in anyway you see fit.

Maybe you should have gone to the local DVLA and advised them that the bike is scrapped and get them to deal with the V5.

I asked the DVLA exactly that, WHAT am I supposed to do if the ATF does not except it, they still insist the vehicle must be scrapped to Enviromental guides, and you must have a COD, or Sworn the damn thing for ever. I tried to explain to the woman at DVLA that the frame is in the boot of my car, and even told them I had sold all the parts (I havent but I wanted them to know how stupid the rules (sorry GUIDES) are), but to no avail.

I've scrapped two scooters in the last couple of months, both of which had the new red V5 document. I simply sent the V5 for each back to the DVLA with a covering letter explaining that I'd dismantled them for spares and weighed the frames in and as such they no longer exist.

They've since sent me letters for both machines confirming that I am no longer the registered keeper.

When i registered my stolen recovered bike as scrapped, i stripped it of everything i wanted, cut off the frame no (The frame cannot go back on the road once its 'scrapped' so it makes no difference) Went up my local ATF with the 3inch cut of frame and the logbook (new red one) and they were happy to scrap it. They were not interested where the rest of the bike was, i did tell them i was keeping it for spares. No probs

Urgh. Don't ask the DVLA what to do: you'll get a different lie every time you ask.

Just tell them what you've done and then invite them to either deal with it, see you in court, or GTFO.

DVLA as per usual are wrong.

1. Inform them in writing that the bike has been scrapped. Send by Special delivery.
2. When they take you to court for SORN show the letter you sent them and the special delivery slip and ask for costs.
