Yes, totally new lines can be a pain to bleed through. I think the problem is that there is a lot of air in there, and with that much it just compresses rather than pumping through.
One thing that does help is to leave the line off at the caliper end, and put it into a pot of clean fluid. Then pump the brakes. There is so little resistance doing this that it should get the fluid through the lines fairly easily. Then bolt the lines in place (trying to avoid any fluid coming out of them) and bleed them through normally.
