Legally you can overtake them, however if you got taken out by them whilst you were overtaking, given they had signaled etc. You'd get raped (and rightly so) by their insurers.

I reckon that a manoeuvre that is basically overtaking on a junction is a big no-no irrespective of the road speed limit. This is my belief but I could be wrong.

I thought you were only legally not able to overtake on solid whites, or hatchings.

Agree that overtaking by a junction is just asking for it and you'll get suitably done over by insurers.

I thought it was illegal to overtake any vehicle whilst they are performing an manoeuvre (ie change of direction)

You can overtake in this situation. The Highway Code says DO NOT do it, but it's not illegal.

However, why would you? You significantly increase your risk of an accident (by overtaking past a hazard), to save 5 seconds on your journey time.

Note that it says "DO NOT" rather than "MUST NOT", and there's no statute cited, so it's a guideline, not a law. It's not automatically illegal, but you'll almost certainly be at fault if you nob it up and crash.

So, who did you crash into?

To answer the original question, yes it is acceptable to overtake in a 30 zone. Say you're following someone doing 20 and there are no other hazards then as long as you can get past safely without exceeding the limit you're fine.

Throw in other obstacles like junctions and zebra crossings and traffic-harming measures and pedestrianised shopping areas etc and you're on a hiding to nothing should the inevitable crash occur though.
