Yup, jiggle it in and out, try it both ways, and lean or press it slightly towads one side of the lock and then the other.
Worst case, you could probably syphon fuel into the tank via the the fuel line, just very slowly.
Your insurance story is too cunning to be understood. I can't figure out whether you thought you'd be mugged harder by claiming for the loss, but either way you'd have been cheaper just buying a similar bike and selling, scrapping or parting yours. You're still going to get pumped on insurance since you are obliged to disclose the theft, and you're likely getting mugged on that pay-monthly policy. Please be aware that it's an annual policy, and that you'll have to pay every instalment of it even if you want or need to cancel early.
Sorry to bang on, but this is an expensive lesson that most of us have to make before we figure it out. Maybe do your sums a little differently next time. ____________________ Biking is 1/20th as dangerous as horse riding.

Take it to a locksmiths, not one of those 24hour types.
The types with old men with long stinkwheel esq beards who are sat around in filfthy shops filled with old locks, safes and stuff with not a clear area to be seen anywhere.
They should be able to figure out the lock and make you a key pretty cheaply.
As I said I recently bought a panier set off ebay which were cheap as they had no keys. I took it to a locksmiths shop as above with a beard which made Stinkwheel's beard look like bum fluff.
He moaned at me made me wait ten minutes while he finished his cup of tea, and scratched his bum a few times (and sniffed his finger too) before saying come back tomorrow.
Went back tomorrow and he'd made me a set of keys for each panier.
Cost me very little + a bottle of disinfectant.
