The need for indicators?

Am I right in my interpretation of the MOT rules/guidelines...
If a bike was used before 1986, it need not have indicators fitted?

Providing none are fitted. If they are fitted, they have to work.

I wouldn't bother. Most never use them and when they do the other road users either don't see them or wonder what that flashing light is for
